If you have photo in bad quality, blurred, and maybe out of focus, you can make the photos a little sharpen with a few steps. It is very easy to make, and actually this Photoshop technique is quite old. But it is still worth to do.

Simple Photoshop Tips for Photo Sharpening

Open your bad quality photo with Photoshop. You can use Photoshop CS4 or CS5, or previous version. It will be nice if you have blurred photos, and since I don’t have any of it, I only use an image sample from Photoshop that is in good quality in this photo correction tutorial.

Duplicate the background layer of this photo (you can do this, by press Ctrl+J or by drag the background layer name in to New Layer Icon in Layer panel).

Change the Layer Blending option into Soft Light. You may get the photo looks darker a bit, its OK.

Use Photoshop Blur Filter to Sharpen the Images

Select the Photoshop menu: Filter > Blur > Gaussian Blur. Alternatively you can also select the Motion Blur. In this Photoshop tutorial I use the Gaussian one.

Adjust the blur a little, while you keep your attention to the photo you are working at. Don’t adjust it too far; you may make the picture lost their detail. Click OK when you done.

You have done it. If the photo still looks darker, you can lower the opacity value in the Layer panel. Combine those layers in to one, by select Photoshop menu: Layer > Flatten Images.
