Now open up the Brush panel and select the Shape Dynamic. I use 50% at Size Jitter and Angle Jitter.

Select the Scattering option, and adjust the Scatter around 300%.

Select the Color Dynamic option, and adjust the Brightness Jitter around 70%.

Step 12
Stroke this brush at the black layer. Try to stroke from the edge first.

Tip:
You can try using smaller brush size, or by overdo the stroke. They will make a different result. You can also blur the line pattern to get different result, try the Gaussian Blur at 0.3-0.5 pixel radius.
