Step 4
Select Filter > Blur > Gaussian Blur. Make an adjustment like image below.

Step 5
Select Image > Adjustment > Levels. Adjust the Most Black triangle at Output level to right. The image will slightly brighter and less contrast.

Step 6
Click the Add layer mask button at bottom of Layer Panel.

Select Brush tool at Photoshop toolbox, adjust the nib size to large and smooth. The foreground color has to be Black.

Now, start stroke the Brush at the photo, we need to discard the center of blurred layer because we only need the edge of the photo.

Step 7
Click on the Adjustment layer icon at bottom of Layer panel. Select the Hue/Saturation. At Hue/Saturation adjustment panel, turn on the Colorize option, and drag the Hue slider to Cyan or light blue. Drag the Saturation slider to left; this is to make the image less colored.

Step 8
Now leave this photo for a while. We need to make an image contain patterned lines. To make this image, we will use a custom brush. If you want to make this brush right now, you can follow the next step. But if you never make a custom brush before, please read my previous tutorial about How to make Photoshop Brush.
If you don’t want to make the brush, I have already prepare it, you can download it in Rapidshare. After you download it, load it to your Photoshop CS4 and you can continue to Step 10. This brush may only compatible in Photoshop CS4.
