Select Layer > Layer Style > Stroke. Use black color with 1 or 2 pixel width.
Step 13
Select the previous background layer. Select Edit > Fill. In the Fill dialog box, select Use=White, and then click OK.
Here’s the result, maybe you want to flatten all those two layer in to one.
