Step 8
Repeate step 3 until 7 as many as you like. But don’t overdo that because you still need the original image not covered all over with white spot. I usually use 2-3 cloud layers.

For the other layer, you can experiment with different value of brightness and contrast.

Step 9
Combine all layer by select Layer > Flatten Image.

Step 10
Duplicate background layer by pressing Ctrl+J, or by drag it’s name to Create New Layer icon.

Step 11
Select Edit > Free Transform. And then, in option bar, reduce to W and H value into 90%. Press Enter when you done (you probably need to press Enter twice, one for value change and second for committing free transform).
