Now, make sure the foreground and background color are black and white. If they are not black and white, press D key on your keyboard to reset them.
Step 5
Select Filter > Render > Clouds.
Step 6
Change the layer blending in layer panel into Screen.
Step 7
Select Image > Adjustment > Brightness & Contrast.
Drag the brightness slider far to left, while the contrast into opposite direction.
In Screen blending, Brightness will adjust the white spot radius. Contrast will adjust the white spot density.
