Make white border/frame in simple way

Open your photo with Photoshop, duplicate the Background layer by pressing Ctrl+J or drag it’s name to Add New Layer icon.

Activate Background layer, then select Edit > Fill. Select White on Use, then click OK. This way we can make the lower layer white colored.
Now, activate Background Copy and select Edit > Free Transform. In the option bar, type 95 percent in both W and H.

Press Enter to commit (probably you will need to press Enter twice).

In Background Copy, the one we have made it smaller size, select Layer > Layer Style > Stroke. Use black color and small stroke size.

Here is the result of this white photo border as frame in method 3.

The whole image size still the same, but the photos will be smaller. In this method we can add black line border as additional effects between the photo and the white border.
