Duplicate the brick layer (use Ctrl+J), and move the duplicate layer in top of them.

Change Blending option of the duplicate layer in to Hard Light. You can also adjust the opacity as before, but I prefer to keep it as is in this Photoshop tutorial.

Using Photoshop’s Displace Filter

Step 9
Select the USA flag layer, and then select Photoshop menu: Filter > Distort > Displace

Fill in 20 for Horizontal and Vertical Scale value, but of course you can experiment with other value. Click OK when you done.
Select the psd file we have saved before (the brick.psd) as the displacement map.
