Lightning Stroke Photo Effect

Step 4
Select Filter > Render > Lighting Effects. Use Soft Omni as picture below.

Step 5
Add Hue / Saturation layer adjustment to make the image into blue color.

Step 6
Add a new layer, place it in top of other layers. Change the layer blending to Linear Dodge.
